The National Identification and Registration Authority (NIRA) will launch a nationwide renewal and enrollment campaign for National IDs in April. This effort, spanning several months, is a crucial move to ensure all Ugandan citizens have proper identification.
Angella Bukirwa, NIRA’s Manager of Human Resources, has confirmed that the renewal and enrollment process is now open to the public. This step kicks off a large-scale effort to reach as many citizens as possible, especially those with expired IDs needing renewal.
The mass renewal and enrollment service stands out because it is completely free for those renewing their IDs. This approach removes financial obstacles, making identification accessible to everyone. Unlike past initiatives where fees were charged for basic services, this change broadens opportunities for Ugandans who couldn’t previously afford the costs.
However, fees still apply for specific cases like lost, damaged, or altered IDs. According to Bukirwa, these charges are set by law and listed on the NIRA website for clarity. Replacing a lost ID costs UGX 50,000, while fixing a damaged ID or updating details like a name or address costs UGX 200,000. Payments must be made at a bank, with a receipt required as proof.
To promote inclusion, NIRA is taking a fresh approach by bringing services directly to local communities. For the first 10 months, the focus will be on parishes, allowing even those in remote areas to renew their IDs without long trips to distant offices. NIRA offices will stay open after this period to serve anyone who misses the initial outreach.
The initiative’s success hinges on over 10,000 trained registration assistants recruited by NIRA. These workers, prepared specifically for this campaign, will manage the expected crowds at registration centers. Stationed at local parishes, they’ll help make the process quick and efficient for all.
This effort goes beyond simply updating IDs—it’s about empowering Ugandans. With proper identification, citizens can more easily access voting, healthcare, banking, and job opportunities. By eliminating financial barriers and meeting people where they are, NIRA is ensuring these benefits reach every Ugandan.
