The Electoral Commission (EC) of Uganda, established under Article 60 of the Constitution, has announced a nationwide recruitment drive to fill vacant positions within its structure. The EC, mandated to oversee public elections and referenda, is seeking qualified and experienced individuals to serve as Sub-County and Parish Election Officers. These roles are crucial for the administration of Uganda’s electoral process, and the EC is looking for candidates with proven integrity, strong teamwork skills, and the ability to work independently while delivering results.
Application Process
Interested applicants must submit hand-written or typed applications, specifying the position applied for and the district or area of interest. Applications must include a valid National ID (NIN), a comprehensive CV with two referees, and photocopies of academic certificates. These should be submitted to the District Election Administrators in the respective districts no later than Monday, 4th November 2024.
Shortlisted candidates will be notified through the office of the District Election Administrator, with interview dates communicated via local radio announcements. Successful candidates will receive appointment letters and will be paid through e-cash, requiring them to have a phone number registered on Mobile Money.

Positions Available:
1. Sub-County Election Officer
- Number of Positions: One per Sub-County (2,300 positions available)
- Reports To: Returning Officer
- Duty Station: Sub-County
- Contract Duration: Three months, with the possibility of renewal
Key Responsibilities:
The Sub-County Election Officer will oversee all electoral activities in the Sub-County, including voter education campaigns, distribution of Voter Location Slips, and updating the Voters Register. They will also manage nominations, campaigns, and polling activities, prepare reports for the Returning Officer, and safeguard election materials. Additionally, they will be responsible for recruiting and training election officials, ensuring timely delivery of election materials to polling stations, and providing statistical information on voter registration and elections.
Person Specifications:
Applicants must have a Uganda Advanced Certificate of Education (UACE) or its equivalent. They should be residents of the Sub-County for at least three years, registered voters, and possess a crime-free record. Experience in public affairs and knowledge of the electoral process is an added advantage.
2. Parish Election Officer
- Number of Positions: One per Parish (10,717 positions available)
- Reports To: Sub-County Election Officer
- Duty Station: Parish
- Contract Duration: Three months, with the possibility of renewal
Key Responsibilities:
The Parish Election Officer will manage all electoral activities in the Parish, including voter education, updating the Voters Register, and handling nominations, campaigns, and polling day activities. They will report election activities to the Sub-County Election Officer and assist in recruiting and training polling day officials. They will also ensure election materials are delivered on time and publicize electoral activities within the Parish.
Person Specifications:
Candidates must have lived in the Parish for at least three years and be registered voters with a clean criminal record. While a Uganda Certificate of Education (UCE) is an added advantage, prior experience in public affairs and knowledge of the electoral process are also desirable.
Required Skills for Both Positions
Candidates for both Sub-County and Parish Election Officer roles must demonstrate strong communication, interpersonal, and problem-solving skills. They should be able to work under tight deadlines and handle high-pressure situations. The ability to collaborate with senior officials and manage electoral activities effectively is also important.

We’re finished because corruption at the district level ! ,EC should have done like the NPHC that is to say ONLINE APPLICATION .
I will not apply for this Job because even if I do so,the corrupt district officials will not shortlist me.This people always ask for a lot of money for you to be given the job.This process would have be done by the National officials where some little transparency may be exhibited.

You see this things of corruption in uganda here has reached a highest standards I remember even if you apply online it’s still a waste of time
A Program for UBOS came and we were told to apply online this happened to me in merikit Sub county here in tororo district I will not hid
Do you know my name was shortlisted from UBOS system but when I went for the interviews imagine the first day of the interview government personnel told you were not here and we have replaced you moreover I was the first person to reach the headquarters that morning and the worst thing is that the person who injected to replace me is even not of our parish so my suggestion is that let electoral commission come to the parishes to witnesses otherwise those who are interested you can apply but I’m advising you not to

Me I can not apply coz last time u applied for UBOS and I did the interviews I was short listed upto the day of training going there to find out my name was being replaced by a councilor who brought her sister imagine from another district to replace me mbu they used a lot of money in manafwa
