FULL LIST: Former NSSF Boss Byarugaba, Kabushenga Join Race for KCCA ED Job

Former National Social Security Fund (NSSF) Managing Director Richard Byarugaba and ex-Vision Group Managing Director Robert Kabushenga have entered the race to become the next Executive Director of the Kampala Capital City Authority (KCCA). The position became vacant after the sacking and subsequent arrest of Dorothy Kisaka following an investigation into her leadership.

The two join dozens of other men and women who have expressed interest in the job.

The KCCA ED position was advertised by the Ministry of Public service following the termination of Dorothy Kisaka amid allegations of negligence, particularly after a tragic garbage collapse at Kiteezi landfill in August 2024, which claimed 35 lives.

This incident triggered an Ombudsman investigation, leading to the dismissal of Kisaka, her deputy David Luyimbazi, and the Public Health Director, Dr. Daniel Okello. Kisaka was later arrested, facing charges related to mismanagement​

Richard Byarugaba, who served as the Managing Director of NSSF for over a decade, lost his job in late 2022 after his reappointment was blocked by Minister Betty Amongi. Despite backing from the NSSF board and President Museveni, Amongi halted the reappointment, citing allegations of financial mismanagement and corruption. Although Byarugaba fought these claims and was cleared of financial impropriety by an Inspector General’s report, the minister’s decision stood. Byarugaba’s appeal to the courts to reclaim his role was ultimately dismissed in 2024​

Robert Kabushenga, a seasoned corporate executive, led Vision Group, Uganda’s leading multimedia company, for 14 years before stepping down in January 2021. His resignation came amid speculation about growing internal pressures and leadership changes within the company. Kabushenga has remained active in various sectors, including public speaking and agriculture, and now aims to take on the challenging role at KCCA​
