The Uganda Revenue Authority (URA) has praised the new RR Pearl Tower as the perfect home for its expanding operations, describing the state-of-the-art complex as a symbol of progress, efficiency, and partnership between the public and private sectors.
URA’s Assistant Commissioner for Public and Corporate Affairs, Robert Kalumba, said the authority’s move to the building developed by Dr. Sudhir Ruparelia’s Ruparelia Group is part of a major plan to modernize tax administration and improve service delivery to the public.
Kalumba explained that URA’s growth, coupled with Uganda’s rapidly evolving economy, had created a need for a more advanced working environment. He said the new space at RR Pearl Tower meets those needs by offering world-class facilities that promote productivity, digital innovation, and better coordination among departments.
“Uganda’s economy is changing fast, especially with new sectors like oil, gas, and telecommunications. The RR Pearl Tower gives us the right environment to serve taxpayers efficiently and professionally,” Kalumba said.
The new building will house key departments such as the Large Taxpayers Office, Public Sector Division, and Medium Taxpayer Division, among others. According to URA, the relocation will be done in stages to ensure that taxpayers continue receiving uninterrupted services.
Kalumba added that being located closer to the Central Business District gives URA a strategic advantage, allowing staff to work more closely with clients and respond faster to emerging tax needs. “The RR Pearl Tower brings us closer to the business community we serve. It is modern, spacious, and strategically positioned for accessibility,” he said.
He also dismissed online claims that URA would spend Shs 18 billion annually on rent, calling such reports false and misleading. Kalumba assured the public that the procurement process followed all regulations under the Public Procurement and Disposal of Public Assets (PPDA) Act, and that the Ruparelia Group provided the best offer through a transparent and competitive process.
“The decision to occupy RR Pearl Tower was based on value for money and quality. Every step was done within the law, and the contract was awarded to the lowest evaluated bidder,” he noted.
Kalumba further said that the relocation aligns with URA’s ongoing digital transformation agenda, which focuses on faster taxpayer engagement, improved transparency, and modern working systems.
Developed by the Ruparelia Group, RR Pearl Tower is one of Kampala’s most advanced office buildings, featuring eco-friendly systems, intelligent security, and energy-efficient design. Its opening has been widely seen as another milestone in Dr. Sudhir Ruparelia’s commitment to supporting Uganda’s economic and infrastructure development through high-standard investments.
